does it need to be coded?

so i have a project in mind. but i cannot make any hardware or software of it. its just like a document or a theoretical project. can i still post it or should it have coding?

This hackathon primarily aims to advance the applications of computer science in solving real-world problems, so we do require our solutions to include code/low-code alternatives. However, there are options to how your project could be converted into a code-based solution (informative websites, simulations, etc).     thanks for your help. so my project is about chemical reactions to produce energy and reduce carbon footprint. i dont know if a simulation can do. thats why its all documented. if maybe i can make a website to explain the idea of the project it self. such as chemical reactions and theoretical electricity production. would that do?
